A practical owner-side framework for strengthening schedule integrity, transparent reporting and timely decisions—without transferring the contractor’s delivery responsibility.
The owner’s problem is not always the absence of a schedule. It is the absence of credible, timely and independently visible planning evidence. When a contractor’s planning capability is under-resourced or inexperienced, delays may remain hidden until recovery becomes difficult and expensive.
